Abstract

Man-caused electromagnetic fields affect dangerously to the health of the people, population for its specific significance. The professional staff being forced to work at the high and wide frequency spectrum of electromagnetic fields for a long time. Active electromagnetic safety from radiations of sanitary-epidemiological standards are being analyzed. The results of numerous full-scale study of electromagnetic fields of power frequency in the Azerbaijan high voltage electric power system are being presented. Summary of real state of electromagnetic safety proposing concrete protective actions is presented.

Argentina:Ezpeleta ‘132000 voltios’, un libro comprometido con la vida

'132.000 voltios' es un libro de denuncia y compromiso , muchos de los vecinos fotografiados no llegaron a ver el libro terminado

EZPELETA, 900.000 habitantes al sur de la Provincia de Buenos Aires, y a 40 kilómetros del obelisco porteño. La fotógrafa María Eugenia Cerutti, del periódico Clarín llega por primera vez a esta localidad para hacer un reportaje gráfico, sobre las muertes prematuras de sus vecinos. Pero en este barrio de clase media, al sur de Buenos Aires, era sólo el comienzo de una lista de enormes ausencias…

Fue a principio de los años ochenta cuando la Municipalidad (Ayuntamiento) de Quilmes, da la señal que Ezpeleta permitió a la empresa estatal de electricidad, Segba, instalar en un terreno público una subes-tación a la que bautizó con el nombre de Sobral. La protesta de los vecinos por el cierre de su plaza obtuvo sólo una promesa de los funcionarios: que pronto volverían a tenerla. Pero eso nunca sucedió

Segba se privatizó y se convirtió en Edesur, una de las principales compañías de electricidad de Argentina. Una mañana de 1992 una cuadrilla de obreros llegó hasta el sitio de transformadores eléctricos. Su objetivo era que la subestación aumentara su potencia instalando dos cables más de alta tensión de ciento treinta y dos mil voltios, cada uno.

Desaparecieron las mariposas que frecuentaban esa zona y comenzaron las muertes de los vecinos: En su gira por el mundo, dicen los biólogos, las mariposas nunca se detienen en lugares contaminados. Observarlas es un indicador del estado de conservación del ambiente.

Fue en 1997,en una de esas primaveras en las que las mariposas no volvieron nunca más Los estudios científicos alertaban que la exposición a ellas podía provocar cáncer. Uno de ellos,de la Organización Mundial de la Salud, establecía que los niños expuestos a más de 0,3 microteslas –una medida que cuantifica los campos electromagnéticos – podían duplicar sus posibilidades de tener leucemia. Respaldada por la legislación argentina –que permite una emisión de hasta veinticinco microteslas en zonas urbanas –,la empresa Edesur argumentaba –y argumenta – que la Subestación Sobral estaba en orden.

A esa altura,los vecinos de Ezpeleta sólo querían que la empresa de electricidad trasladara la subestación eléctrica a un lugar apartado y sin población a su alrededor. Pero los planes de Edesur pretendían llevar más alta tensión al barrio. Durante el día y también la noche, los obreros de la compañía cavaron zanjas para avanzar con el tendido de alta tensión.

Los vecinos se echaron adentro de ellas para impedirlo. Era el 2001 y hubo represión policial contra los manifestantes en la calle. Los vecinos se contactaron con la Asociación Coordinadora de Usuarios, Consumidores y Contribuyentes, una organización no gubernamental que presentó un reclamo frente a un juez de primera instancia de La Plata, provincia de Buenos Aires.

Después de meses de litigar, por primera vez en su historia la Justicia argentina hizo prevalecer la defensa de la salud ante la duda o la escasez de pruebas científicas.La Cámara Federal de La Plata ratificó la orden del juez de primera instancia y ordenó detener las obras de ampliación de la subestación Sobral y ejecutar un censo estadístico que analice el medio ambiente, la posible contaminación y sus consecuencias en la salud de los habitantes de Ezpeleta.
