Residents of Baltimore’s Seton Hill are worried that the historic neighborhood is in danger. Not due to the typical urban problems, like drugs and crime, but a proposal by Baltimore Gas and Electric Co. to locate an electricity substation and switching station right in the midst of the neighborhood’s federal-style rowhouses, historic landmarks, and stately churches.

Early last year, Seton Hill residents discovered that BGE was planning to use properties it owns on Paca and Orchard streets to install a substation, which would help deliver electricity to the city’s west side, and an associated switching station, through which BGE could deliver that energy to customers. The goal, according to BGE officials, is to accommodate the growing energy needs of the city without putting more stress on older substations. Milton Branson, senior government relations representative for BGE, says the Paca Street property in Seton Hill, which the company has owned for more than 30 years, is an ideal location for the new substation because of its location close to new development in Baltimore.

“You’ve got the development of the west side and aging infrastructure,” Branson says. “Putting this station here will relieve some of the stress on the [other substations], such as Greene Street Center, Concord Street, and Westport Station. Those are kind of carrying the burden now, and as demand increases, the stress on those stations increases. But putting this here could relieve that stress.”

On the other hand, the proposed substation is putting a lot of stress on Seton Hill residents who worry about the impact it could have on the neighborhood: They are afraid it will be an eyesore that discourages people from visiting the neighborhood; they are afraid it could have an adverse affect on the health of people who live near it; and they are worried that BGE, which they say has not adequately maintained the property over the past three decades, will not properly secure the site. They are even more concerned because, they say, BGE has not involved the community in planning the stations or kept it informed about the project. The neighborhood organization, the Seton Hill Association, found out about the proposed stations in early 2005 from a neighbor BGE had approached about purchasing a property on Orchard Street. Since then, the association has argued with BGE and the city about the project, but it discovered, much to residents’ dismay, that it may be too late to keep the stations out of Seton Hill.

“We’re just all very upset,” says Donna Hooper, president of the Seton Hill Association and an 18-year resident of the small midtown neighborhood located just west of Mount Vernon. “We were told [last year] by BGE that it wasn’t a done deal. And at this point it’s obvious to us that it’s been a done deal for a long time.”

One of the concerns shared by residents is that the substation could expose people to electromagnetic fields, invisible energy fields created by the flow of electrical currents. Electromagnetic energy is released from many common devices, such as cell phones and televisions, in low levels, and no studies definitively connect exposure to electromagnetic fields to health problems. However, some studies have noted a potential link between electromagnetic fields and some kinds of cancer, and health agencies in some states require that utility companies and governments use “prudent avoidance” to minimize unnecessary exposure to strong electromagnetic fields. Some Seton Hill residents say that, based on the proposed substation’s location in a densely populated residential area and BGE’s designs, which show 16 transformers on the substation’s perimeter, they are likely to be exposed to higher levels of electromagnetic energy than they’d like.
“Electromagnetic fields cannot be contained,” Seton Hill resident Elissa O’Loughlin says. “It’s just like walking through a cloud of smoke. If you’re walking down the street and you see the cloud, you’re not going to walk through it. That’s prudent avoidance. But you can’t see electromagnetic fields. We asked BGE if they could reduce the footprint of this site by backing all of the facilities up into the center, concentrating it into the center of the site, and they said no, there’s barely enough room to put in the equipment they need to.”

Residents also say that BGE has yet to alleviate their fears about what these two stations will look like—they are supposed to be hidden behind a tall wall, but the main substation will be 30 feet tall. And Hooper says it’s possible that the stations’ very existence in Seton Hill could hurt property values, since few people want to live next to a utility site. Right now the site is an abandoned vacant space in the neighborhood, which BGE has owned but not kept up for many years. Though putting a substation on it would put it to use, it’s not the kind of use residents think is appropriate.

“My worst fear is that this power station will continue to be the ugly duckling of the community, standing isolated, a wasteland in Seton Hill,” Hooper says. “I fear that the design will be economically driven with little consideration for the historic nature of Seton Hill and the surrounding area. With the added height of the structure, the views of much of Mount Vernon will also be impacted for our residents. I can see the potential development of the surrounding area also being greatly impaired. I do not think that there are too many folks that would want to purchase a home that borders a power station.”

The Seton Hill Association suggested that BGE look into alternate sites for the substation and switching station, and it sent a possible list of sites to BGE and the city’s Department of Planning, says Mico Milanovic, vice president of the association. According to Milanovic, neither BGE nor the Department of Planning immediately responded to the letter; the neighborhood association hoped that meant they were considering the alternative sites, but that wasn’t the case. City planning director Otis Rolley III says it was not the neighborhood association’s place to offer those sites up for development.

“The neighborhood has not offered any sites because they do not own any [of them],” Rolley says. “It’s disingenuous to say, ‘Well, the neighborhood has come up for alternative plans,’ when it’s not like the neighborhood owns the different sites and are saying, ‘You can go here, here, or here.’”

According to Hooper, BGE kept the neighborhood in the dark about its plans—something she says is of great concern to the residents. If the utility company was not forthcoming in the beginning, why should they trust it to be forthcoming with them from here on?

But Rolley says that’s not the neighborhood’s problem—it is up to his office to keep BGE on task and in communication with its Seton Hill neighbors.

“They have to come in and deal with us as it relates to site plans, the design of it, all of those things,” Rolley says, “all of which will provide more opportunities, as well, for the community to play a role.”

Hooper says she hopes the city Department of Planning will keep BGE honest, but the neighborhood is not hanging its hope on that.

“I’m not going to give up on this,” she says. “We’ve come too far to give up now—even if that means that I have to stand in front of the [BGE] site with a picket sign.”

The International Commission on Non-Ionizing Radiation Protection ICNRIP, a member of the World Health Organisation WHO and thus under the authority of the U.N., has to be reorganized urgently. This is the request of a letter to the General Secretary of the U.N., Kofi Annan, that was signed by 63 scientists and 65 patient organizations from 26 nations who represent over 40'000 electrosmog-damaged persons, as well as numerous private undersigning persons.

The case weighing 10 kilograms and containing the files with the signatures arrived this week at the main office of the U.N. in New York.

Required is the dismissal of industrial representatives from the ICNIRP and their replacement by independant scientists who are willing to research the so-called non-thermal or biological effects of non-ionised radiation (electrosmog) on living creatures. Until now, the ICNIRP has given itself a "code of honour" stipulating that persons would be expelled from the ICNIRP should they research or acknowledge non-thermal or biological effects. This "ICNIRP-game", potentially dangerous to the whole mankind, has been uncovered last spring by the New Zealand scientist Dr. N. Cherry. The relevant documents are in our hands.

It is therefore not astonishing that the ICNIRP, respectively the WHO, continuously publish clean bills of health and false exposure limit values for mobile telecommunication, if there is no research allowed where the effects really take place!

The WHO who supposedly watches the health of mankind can no more be afforded the trustworthiness it claims. It is absolutely no more indicated to take the designation WHO as a guarantor for a reliable surveillance of world health in front of which our governments bow in obedience.

The present conditions in the ICNIRP strongly remind of the procedure in the case of the tabacco-trust that also had infiltrated the WHO. At that scandal on the latest the WHO had lost its credibility and their studies, statements and recommendations have to be treated with utmost precaution and distrust ever since.

Wir und die mitunterzeichnenden Organisationen und Personen haben uns entschlossen, uns mit einem besonderen, sehr brennenden Anliegen an Sie zu wenden:

Es geht um nicht mehr und nicht weniger als um die Gesundheit und das Leben der Weltbevölkerung, die sich je länger desto mehr in einer neuen Gefahr befindet.

Auf unserem Globus gibt es eine Reihe von Bedrohungen für die ganze Menschheit, wie Kriege, Hunger, Armut, AIDS und Naturkatastrophen. Wir sind uns allerdings dessen bewusst, dass sich viele negative Einflüsse durch den Menschen selbst ergeben haben, durch den Raubbau, der mit der Natur getrieben wird und der damit verbundenen fortschreitenden Klimaveränderung auf der Erde und allen negativen Folgen.

Eine andere, durch den Menschen selbst geschaffene Bedrohung der Gesundheit der Menschen Tiere und Pflanzen tritt derzeit mit der rasanten Entwicklung der mobilen Telekommunikation auf. Die massenhafte drahtlose Uebertragung von Gesprächen und Computerdaten basiert hier auf einer scharf gepulsten elektromagnetischen, sogenannt nichtionisierenden Strahlung, einer Strahlungsart, die in der Natur selbst nirgends vorkommt und deshalb als völlig naturwidrig zu bezeichnen ist.

Diese niederfrequent gepulste Hochfrequenzstrahlung wird von unabhängigen, freien Wissenschaftern und vielen unabhängigen Ingenieuren und sonstigen Fachleuten seit einigen Jahren mit grosser Sorge beobachtet. Die wissenschaftlichen Erfahrungen zeigen uns nun mit erschreckender Deutlichkeit, wie verhängnisvoll diese Entwicklung verlaufen ist und wie täglich neue Schäden an Flora, Fauna und an Menschen entdeckt werden.

Wir müssen feststellen, dass viele nationale Behörden derzeit in ihren Ländern täglich ihre Entscheidungen treffen, was den Bau dieser Sendeanlagen (Basisstationen) für den Mobilfunk betrifft. Als Grundlagen dienen in den allermeisten Fällen Richtlinien, wie sie von der WHO/ICNIRP herausgegeben werden.

Unglücklicherweise hält die ICNIRP aber in ihren Berichten und Richtlinien fest, dass nur die thermische Wirkung (also die Erwärmung des Körpers) und auch dies nur für kurzzeitige Exposition relevant ist. Das heisst, dass sie in ihren Richtlinen völlig die wesentlich gefährlichere athermische Wirkung, auch biologische Wirkung genannt, und die Wirkung auf die öffentliche Gesundheit, ignorieren. Es muss berücksichtigt werden dass Mobilfunksender 24 Stunden pro Tag strahlen und dies Jahr für Jahr..

Mit den Tausenden von Antennen, die weltweit jede Woche errichtet werden, werden jede Woche Millionen Menschen mehr der Strahlung ausgesetzt und ihre Gesundheit durch die bereits festgestellten zunehmenden Risiken, die unten aufgeführt sind, schwer gefährdet. Obwohl es eine grosse Zahl wissenschaftlicher Beweise für negative Auswirkungen auf die Gesundheit durch die chronische Niedrige-Level-Exposition gibt, werden weltweit täglich mehr und mehr Antennenanlagen gebaut. Und all das geschieht, weil sich die Betreiberfirmen darauf berufen, dass ihre Anlagen keine nachteiligen Auswirkungen haben, weil sie regelkonform mit den von der ICNIRP veröffentlichten Grenzwerten sind. In manchen Industrieländern sind bis zu 10 Gesellschaften beteiligt. In grossen Städten gibt es Pläne, Antennen in einer Distanz von je 300 Metern zu errichten. Das heisst, dass mit 10 Gesellschaften alle 300 Meter 10 Antennen gebaut werden. Diese Plänen werden verwirklicht, obwohl viele Menschen schon ernsthaft durch diese Strahlungen krank geworden sind. Die Krankheiten, die wissenschaftlich nachgewiesen wurden, sind:

Schlafstörungen und chronische Müdigkeit
Kopfschmerzen, Konzentrationsstörungen, Vergesslichkeit, veränderte Reaktionszeiten
Aggressionen, nervöse Störungen, Depressionen, Selbstmorde
erhöhter Blutdruck
Schwindel, Übelkeit, Juckreiz, Hautausschläge
DNS-Brüche und Chromosomenveränderungen
Gelenk- und Knochenschmerzen
Tinnitus und Ohrenschmerzen
Empfindlichkeit auf Metalle im Mund (Amalgam, Gold, Titan als elektrisch leitende Metalle)
Sehstörungen (grauer Star)
In sehr wichtigen wissenschaftlichen Studien wurden ausserdem Zusammenhänge mit:der Dosisabhängigkeit für die meisten dieser Krankheiten und Todesfälle festgestellt. Sie umfassen:

Krebs, Lymphome, Leukämie, Hirntumore, Brustkrebs, Hodenkrebs, Hautkrebs
Multiple Sklerose, Alzheimer und Parkinson etc.
Unfruchtbarkeit und Aborte
Herzkrankheiten und Herzanfälle

Sehr geehrter Herr Annan,

Die WHO nennt sich Weltgesundheitsorganisation. Die ICNIRP ist eine Unterorganisation der WHO, zuständig für alle radiofrequenten Strahlungsarten, als deren Ehrenvorsitzender Dr. Michael Repacholi als Chairman amtiert. Tatsache aber ist, dass Dr. Repacholi entschieden hat, diese Forschungsergebnisse nicht zu Kenntnis zu nehmen. Er hält an seiner Meinung fest, dass nur die rein thermische Wirkung, das heisst die blosse Erwärmung von Gewebe, massgebend ist. (siehe Bericht 193 der WHO).

Das heisst weiter, dass bisher alle wissenschaftlichen Studien, die der ICNIRP und der WHO vorgelegt wurden, ohne Beurteilung abgewiesen wurden, wenn sie andere als die thermischen Wirkungen auswiesen, eingeschlossen Dr. Repacholis eigene veröffentlichte Forschungsergebnisse, dass sich die Krebsrate bei Mäusen, die chronisch der athermischen Strahlung ausgesetzt waren, verdoppelt hat.

Ausserdem möchten wir Sie darauf aufmerksam machen, dass die ICNIRP die Spielregeln nach ihrem eigenen Belieben ändert, je nachdem, wie weit wirtschaftliche Interessen dies erfordert. Die Forschungsergebnisse von führenden, renommierten Forschern werden regelmässig zurück gewiesen. Es muss hier erwähnt werden, dass eine Anzahl von Vertretern der Industrie und der Politik in der ICNIRP-Organisation vertreten sind, eingeschlossen Wissenschafter, die als Berater oder Anwälte für die Industrie wirken, darunter auch Dr. Repacholi.

Natürlich gefällt es den Mitgliedern der ICNIRP nicht, dass ihre Richtlinien von Wissenschaftern, Ärzten, Biophysikern mit eindeutigen Beweisen über die Schädlichkeit der nichtionisierenden Strahlung angezweifelt werden. Diese unabhängigen Forscher haben eine grosse Zahl von Studien veröffentlicht, die klare Beweise für die Schädlichkeit der nichtionisierenden Strahlungen vorgelegt haben und verlangen, dass ganz besonders die epidemiologischen Studien, die die athermischen Wirkungen beweisen, berücksichtigt werden müssen.

Wir stellen fest, dass sowohl die WHO als auch die ICNIRP, eingeschlossen Dr. Repacholi, es unterlassen haben, ihrem Auftrag nachkommen, die Weltgesundheit zu schützen. Sie opfern die Gesundheit der Menschheit und der Natur den grossen wirtschaftlichen Interessen, an denen die Mobilfunktechnologie beteiligt ist.

Es bahnt sich also ein weltweiter Skandal an, denn die gesundheitlichen Schädigungen haben mittlerweile ein dramatisches Ausmass erreicht, und es kann mit Sicherheit vorausgesagt werden, dass sich eine weltweite Katastrophe anbahnt, die sich ausweiten wird, wenn in Sachen Mobilfunkindustrie in ihrer jetzigen Form nicht rasch gehandelt wird.

Sehr geehrter Mr. Annan

Wir, die Unterzeichneten fordern ganz explizit:

Die ICNIRP muss in der jetzigen Form aufgelöst werden, weil sie sie die veröffentlichten wissenschaftlichen Ergebnisse falsch interpretiert und falsch bewertet, in dem sie am thermischen Modell festhält, durch welches extrem hohe erlaubte Expositionslevels resultieren. Diese nützen nur der Industrie und schützen nicht die Gesundheit der Weltbevölkerung und das Leben auf der Erde. Im Gegenteil: sie erteilt den nationalen Regierungen mit ihren Richtlinien sogar die Erlaubnis, die Bevölkerung zu schädigen.

Dr. Michael Repacholi ist von seinem Posten abzuberufen. Er hat seine eigenen Forschungsergebnisse, die die Schädlichkeit der elektromagnetischen Strahlung bewiesen haben, widerrufen, als ihm das aus Gründen der Opportunität angezeigt erschien. Wir akzeptieren seine unwahren Aussagen nicht länger, die er Kraft seines Amtes als Ehrenvorsitzender der ICNIRP im Namen der WHO weltweit verbreitet. Er ist nicht mehr glaubhaft und auch nicht mehr tragbar, einem so wichtigen Gremium vorzustehen.

Wir fordern an Stelle der ICNIRP die Bildung eines neuen, von wirtschaftlichen Interessen unabhängigen Gremiums, dem Wissenschafter und andere Personen angehören, denen der Fortbestand der Menschheit und der Natur ein Anliegen ist und die völlig unabhängig von politischen, nationalen und wirtschaftlichen Interessen sind.

Ein weltweites Moratorium für den weiteren Ausbau von drahtlosen Kommunikationsanlagen unter Verwendung der heute üblichen Technologie, bis eine neue ungefährliche Technologie entwickelt ist.

Wir machen nochmals auf die Dramatik der Situation aufmerksam und bitten Sie dringend, bald zu handeln. Wir können unser Anliegen jederzeit mit Studienberichten von international bekannten Forschern untermauern und fügen unserem Brief eine entsprechende Liste an.

Dr. Andrew Michrowski is president of the Ottawa based Planetary Association for Clean Energy Incorporated, an international, interdisciplinary scientific society, concerned with such issues as: electromagnetic pollution, advanced clean energy technologies, ozone depletion, climatic changes and reutilization of waste biomass. Previously, he served as Senior Analyst for the Secretary of State, and as Chief Planner for Indian Affairs and Northern Development. He is the author of numerous scientific and governmental publications about the environment and has acted as scientific advisor for films and television documentaries.


Our association was created in 1975 and is composed of 3,600 scientists from 60 countries. Our first position was that the world does not realize the seriousness of the electromagnetic pollution problem that exists today, and our scientists have been searching for ways of protecting us if this problem continues to exist. In order to eliminate the need for power lines and decrease electromagnetic pollution, we have been working on alternatives to local electricity and long distance transmissions. We can do this and yet have all, if not more, of the benefits of civilization that we know today. In the 1950's and 60's before so many atomic bomb explosions had occurred, the world was in a much more balanced state, with both hemispheres in harmony. Today's excessive electromagnetic pollution is aided by the destruction of our forests and we have changed our climate to such a degree that even the nature of electric storms has changed.

The most intense and widespread electromagnetic radiation produced by man - many times stronger than from natural sources - is in the extremely low frequency (ELF) spectrum. In 1989, the average intensity of the background man-made ELF magnetic fields was about ten times stronger than that resulting from all natural planetary and cosmic events, doubling the ELF fields monitored less than a decade earlier. A spectrum analysis done in Ottawa in 1982 showed radiation from 60 hertz power lines, hydro stations, 10 hertz Soviet radar emissions, and signals from the Soviet Union, Japan, China, Europe and Africa. These all contribute to the changes we see today. This permeates our homes, work places, industries and our outdoors and it increases every year as we pollute more and more electromagnetically, and creates a tremendous stress to all living systems. Since all living organisms on earth are exposed to electromagnetic radiation, it is urgent to establish standards of acceptable exposure levels for various frequencies of electromagnetic radiation. Cancer, birth defects, decreased immunity to disease, even new sicknesses have been linked to extended exposure to electromagnetic fields of specific frequencies and intensities. Perhaps this may account for the much higher susceptibility to death from AIDS in regions of highest electromagnetic pollution.

Over the last 25 years, all kinds of studies of the effects of low level frequency exposure on the nervous system, on the blood and on growth and development, have been conducted. The United States Navy conducted very well funded studies, probably in the order of 50 to 100 million dollars. Their study, published in 1984, showed that exposure to harmful electromagnetic frequencies resulted in altering the behaviour of cells, tissues, organs and organisms; altered hormone levels, altered cell chemistry, altered immune processes, affected calcium ion bonding in cells, modified human brain waves, caused defects in chick embryos, and caused sterility in male animals. They also found that certain diseases can be cured by applying specific extreme low frequency levels. Their results have been reproduced in numerous laboratory tests, but these studies are not very well known publicly. The first serious news report was done in the New York Times in 1987. Scientists statistically linked ordinary power lines and commonly used household devices to an increase in human cancer. High quality laboratory research was done on both animals and humans. They found that if human beings or animals came within a certain range of electric power lines, which is considered to be safe, they augmented the field. Ten thousand volts per meter is considered safe because conventional research states that voltages higher than 10,000 volts per meter are strong enough to penetrate the skin and have possible biological effects on living cells. Although the field is 10,000 volts, on the skin surface it is 18 times higher. Even by conventional logic, safety levels should be 18 times higher than existing levels. When this research was published, many electrical companies got very worried. Our association is very unhappy about this situation because we have been saying this for ten or fifteen years. We can't understand why government ministers and power companies who spend your money to hurt you don't seek their advice from scientific advisors like they should; but they are insisting more than ever before, that it is safe.


Electromagnetic pollution is an important problem because it alters the natural Schumann resonant frequency of the earth of 7.8 hertz which everything that lives on earth, from a simple cell to a human being, uses as its term of reference. The human body uses good frequencies between 7 to 9 hertz, but frequencies outside this range cause biological damage to all living organisms. Fortunately, human beings naturally produce the 7.8 hertz signal when they are healthy and mentally balanced. Alpha waves which are produced by the brain in a relaxed state or in a state of meditation are also in the beneficial range of 7 to 9 hertz. If a little irritability is present, people will produce the higher frequencies.


The electromagnetic spectrum consists of electrical energy travelling in the form of waves of different wavelengths and is divided into two parts: the ionizing portion which is radioactive, and the non-ionizing portion which consists of the visible spectrum and the longer wavelengths. At the lowest end are the extremely low frequency waves which include power lines. Energy emitted throughout this spectrum is regulated by every civilized government in the world except for the very low frequencies and the extremely low frequencies. The World Health Organization has published a report which classified extremely low frequency fields as an environmental health problem in line with mercury and cadmium poisoning, which makes it a toxic problem, but there are presently no regulations on low level radiation produced by power lines and electrical currents.


Electromagnetic fields are measured in the following units:
frequency (the number of cycles per second expressed in cps, hertz or Hz), electric field strength (volts per meter), magnetic flux density (tesla).



A noticeable source of extremely low frequency radiation is the high voltage electrical transmission lines, which in some instances produce such high losses that they bend the earth's ionosphere. Lines transporting 750,000 volts are quite common and there are some running at 1,500,000 volts. Power lines are dangerous because they are constantly losing energy. Because you can't see electricity, and you don't have a detector, you can't see it oozing, but it is. Forty per cent of electricity in Canada is lost in the environment. If you have an extremely low frequency spectrum analyzer, you will find that extremely low frequency fields go very far, even at long distances, and the intensity will be quite significant biologically for long term exposures.

It is dangerous to be exposed to electric transformers or to work on power line repairs even for short term exposures. Even if you are living quite some distance from a power line, that is if it is within sight and sufficiently noticeable (not just a speck on the horizon), long term exposure may be dangerous. Very often we have found that secondary transmission lines, the kind you see in streets, are much worse polluters than the huge power lines. The human body is a living antenna and can absorb strong fields like power lines or video display terminals, and then augment the intensity of the environment. Animals also augment the intensity of the field. So what might have been a safe situation, like a school full of children and workers near a power line, can become a tremendous new source of electrical energy and a major polluter, not only to the children in the school, but even to people living near the school.


Almost daily, since 1976, ELF magnetic and electric emissions have been pulsed from a number of USSR installations at the rate of approximately 10 Hz. Since mid-1979, the U.S. have been pulsing similar emissions at the rate of approximately 10 Hz and 30 Hz. A major study has been done for the United States Navy at Laurentian University to discover what happens when extremely low frequency fields, similar in fact to those used by the Soviet Union since 1976, occur in front of brain cells. Everyone was saying, come on, the Soviets are only doing radar, it's not going to affect any place in North America. But it did. This study actually showed that when brain cells are subjected to the Soviet level of emissions, degranulation takes place after a very short exposure. This study so shocked the Pentagon that since that time in 1985, the United States government has made a full scale very expensive secret study on how to protect North American citizens from Soviet emissions. Fortunately when Reagan and Gorbachev met in New York, they shook hands and the Soviets turned off the emissions.


Another case of electromagnetic pollution is satellite dishes. Main or secondary power lines in the vicinity may actually be amplified by the satellite dish. If antennas of satellite dishes are pointing at a certain angle, even partially towards a power transmission line, they will actually absorb and focus its frequency, and once it is captured, it will travel vertically above or below the dish. It can also pick up and augment the Bell Canada System and microwave communication between buildings.


Portable and car telephone systems also amplify surrounding fields. Do not use these telephones unless you really have to. Some people have a tendency to put a whole day through on this device and can suffer detrimental effects such as loss of concentration and memory. So be very careful with them.


Never stay near a radar site even when it is off. Some people just go crazy. Radar sites augment all kinds of electromagnetic fields. Radar is a serious problem especially when the radar frequencies are changed, but are still in the same frequency range. That sudden change can be too much for the body and may trigger a whole series of problems. We know soldiers who have not been able to stand this. There is a massive pollution problem in Annapolis Valley, Nova Scotia, partially linked to a radar station operating since 1982 near Forest Glade,that no longer needs to be there. Suddenly, from being one of the most benign places in Canada, it has become the cancer hot spot. The infant mortality rate is high, multiple sclerosis has become a serious problem and some flocks of geese are no longer able to lay fertile eggs.


In a video display terminal, there are various sources of problems; however, the major problem is the fly back transformer. It can produce stronger fields than if you are near a substation. And that's a very intense field, 50,000 volts or more per meter. If you keep a distance of about 70 cm away from the modern types and if there are no other VDT's around, that should be o.k., but you should not be in the rear of a VDT. That is the worst place. Appliances such as VDT's produce voltages of up to 10,000 v/m in the older models, and 5 to 50 v/m for newer models, and 300,000 nT magnetic flux at operating distance. The governments of Germany, Sweden and Norway have accepted safety standards for video display terminals which have been determined by our organization, and have made their terminals less dangerous. Six hundred studies done over the last 20 years have shown that electrical fields, up to 6 volts per meter and magnetic fields up to 64 nanoteslars are safe, and this should cause no biological interaction, even for very long term exposure. It only costs about 10 cents more to make them safe, but for years, many governments have refused to do anything about it. Only one company in America changed their systems, and that was IBM, who have met our safety guidelines since 1981 when we established that higher levels are dangerous. One of our founders was the scientific advisor for IBM at the time.


In our homes and offices, all of our electrical appliances produce not only electrical but also magnetic fields, even when they are "off". For example, a television set will still produce quite strong fields even when it is off, as long as it is plugged into the electric supply. The same is true of lamps, typewriters, photocopiers, fluorescent light fixtures, video display systems, telephones, extension cords and unused electric wires inside walls. Sometimes the difference between "off" and "on" is negligible once plugged in and drawing on the power supply.

The above table contains a list of the average electric fields in the average home. Six volts per meter is considered safe. You can see that bedrooms are the worst. Most people have nearby bedside lamps and these are invariably very badly insulated. Many people insist on having clock radios which are terrible polluters. They are even dangerous at a distance of one or two meters. Heated water beds and electric blankets can be a problem, but they are now trying to make safer electric blankets. Hallways are very bad because that is where most of the wiring is. Poorly insulated wiring often concealed within walls may pose serious losses, especially in older homes. Irons are terrible things. Don't do too much ironing; iron for half an hour to 45 minutes, take a break and come back. Air conditioners, air cleaners and ionizers are a problem. Colour TV is all right if people stay two meters away. However, stereos are much worse, even when they are off. Toasters can be a problem but only if you work in a restaurant and make toast for many hours, that is, exposures of 30 minutes or more at a time. Refrigerators are polluters. Never sleep near a freezer or refrigerator. In many crowded homes this can be a serious problem. We advise people to stay away from microwave ovens. Some people suffer from allergies when they eat microwaved foods. Somehow, microwave can be captured as information; we're not sure how, but we believe it's in the water molecule which exists in almost every food.

Another important consideration is the proximity of radiofrequency, TV and microwave sources. Hospitals, schools, offices, apartment buildings etc. should not be located in positions where they are aligned with radio/microwave communications and guidance system networks.


In addition to the electromagnetic fields which we produce artificially, we are also influenced by variations in magnetic fields produced by the earth itself, called geomagnetic fields. Many people near power lines are affected adversely because there is a synergistic effect between geomagnetic fields and the electromagnetic fields produced by power supply and certain electrical appliances (that is, they enhance each other). This can be a serious problem, especially when there is geomagnetic variation, sharp dips in the earth's magnetic field. If a bed or a work place which is routinely used over prolonged periods is situated in a place where there are high variations in the geomagnetic field, persistent health problems may occur. Geomagnetic surveys of magnetic fields are useful in determining these disturbing abnormal variations. These surveys, which are displayed in three-dimensional computer generated graphics, can confirm specific health problems diagnosed by medical practitioners. When the bed is changed to a more suitable position, often only 10 or 20 centimeters away, the person will be able to improve and respond to medical help. A normal bed position should have just a gradual descent in intensity and almost no variation. This may be determined by using a detection instrument called a geo-magnetometer.


Robert Becker has discovered and developed a method of using external input of electromagnetic fields to induce bone growth, increase cell division, nerve conduction, and chemical production and even accelerate wound healing. A therapeutic device can emit different frequency levels, e.g. 1, 10, 100, 1000 and 10,000 cycles per second (or hertz). At certain frequency levels, ailments will improve. For example, a lady who had allergies felt better at the Schumann frequency of 7.8 hertz. People who already have a weak immune system and considerable stress are very sensitive sometimes to the slightest hint of harmful frequencies. In electromagnetic therapy, the ionic movements appear to be capable of changing chemical energies, which means that electromagnetic fields are translated eventually into chemical events in the body. The Canadian government made this analysis in 1960, but it was kept within the realm of the National Research Council only, and not given to the medical community nor to Health and Welfare Canada. The Germans and the Soviet Union were also very interested in this type of research. In order to protect embassy personnel in the United States Embassy in Moscow against microwave radiation, they were provided with a protective device which would produce the earth's natural resonant frequency. This magnetic pacer device was similar to the Teslar watch device which is used today.


The natural electromagnetic frequency extremely important to all life is the Schumann resonance. NASA scientists found that the first astronauts returned to earth with health problems due to lack of this 7.8 Hz. magnetic resonant field. The Schumann resonant frequency is an important medium for acquiring the well-being, mentally, emotionally and physically, which our planet once gave to all our forefathers and foremothers. When the planet earth does not provide us with the Schumann resonance, we can administer it with a Teslar device which looks like a watch. This will produce balance in the individual and provide protection against external problems. Various protectional devices which help to get rid of some of the pollution problems are designed to eliminate the dipolar activity in the environment. Almost everything on earth has a north and south pole. If you have something which is neutral, not polarized either negatively or positively, everything around it literally behaves differently. For example, if you place a glass of water near such a neutral element, the water will go back to the normal ph level. Water will also acquire less bacterial growth. Many radical elements such as fluorine and chlorine lose their radicality. There are different ways of scientifically producing neutral matter which has no polarity. The technology used to create the correctional device I am wearing now, the Teslar watch, and the Pulsor, are made of the same material as the Delta aircraft. Shielding mechanisms which amplify the beneficial natural magnetic ELF signal, and override electromagnetic pollution include the Teslar watch, 'Pulsers', and 'Cocoons'. The Teslar watch shielding device has a magnetic chip inside of the watch which neutralizes harmful ELF frequencies. Dr. G. Rein of Stanford Medical School found that the Teslar device increased immune production. Dr. Eldon Byrd, former the Chief Scientist for Investigation and Research on Biological Effects of ELF for the U.S. Navy, has performed preliminary testing on the benefits of the Teslar ELF protection device. His findings indicate "the shielding device appears to block signals that may be harmful to the body, produces a beneficial frequency, and promotes an amplified energy field in the subject wearing it." The Cocoon is a small magnetic shielding device which you can carry in your pocket with a center frequency of 8 Hz. Pulsors are professional protective devices composed of micro-crystals. VDT protective shields are also available.


In order to measure the ELF fields, special detection devices are required. The ELF magnetic non-linear polarized field detector is complicated to find or build; some university physics faculties have access to these. Detectors available are: the geo-magnetometers which measures static magnetic fields, ELF magnetic-field dosimeters, Geiger counters, and ELF spectrum analyzers.

Phone cancer report ‘buried’Daniel Foggo

T-MOBILE, the mobile phone giant, has been accused of “burying” a scientific report it commissioned that concluded handsets and masts contribute to cancer and genetic damage.

The report argued that officially recommended limits on radiation exposure should be cut to 1/1000th of those in force. The suggestion has not been taken up by the company or by regulators.

Campaigners claimed T-Mobile’s handling of the report was part of a wider pattern of behaviour by the industry in its efforts to keep discussion of the health risks off the agenda.

The Ecolog Institute, which has been researching mobile phone technology since 1992, was paid by T-Mobile to evaluate evidence on its potential dangers.

But Dr Peter Neitzke, one of the authors of the report, has accused T-Mobile, which has about 17m British customers, of diluting the findings by commissioning other studies from which it knew “no critical results or recommendations were to be expected”.

Guidance from the Health Protection Agency states that, while there is no conclusive evidence phones or masts jeopardise health, the technology has been in existence for only a relatively short time. It recommends that caution should be exercised in siting masts and using phones a lot, particularly where children are affected.

The Ecolog study, drawn up in 2000 and updated three years later, has only been published in Germany and was unknown to British campaigners until it was recently leaked to the Human Ecological Social Economic project (HESE), which examines the effect of electromagnetic fields on health.

Andrea Klein, a member of HESE, said: “T-Mobile tried to dilute and bury it.”

Ecolog’s report, which analysed dozens of peer-reviewed studies, stated: “Given the results of the present epidemiological studies, it can be concluded that electromagnetic fields with frequencies in the mobile telecommunications range do play a role in the development of cancer.

“This is particularly notable for tumours of the central nervous system.”

Neitzke said that once T-Mobile realised the likely outcome of his study it commissioned further research.

The phone company said: “It was the aim of T-Mobile to engage four different institutes with the same questions to guarantee an independent and objective discussion. All the institutes and people involved are well known and respected experts.”

Growing evidence of power line dangers

Join the debate » Evidence of a link between power lines and childhood leukaemia is growing and some scientists believe the cables can cause other cancers as well as raise the risk of miscarriage.

In 2002 a report from the California Department of Health Services concluded there was a possible connection between exposure to electromagnetic fields and higher risk of childhood leukaemia, adult brain cancer, motor neurone disease and miscarriage.

All three of the scientists who carried out the study said such fields could cause an increased risk of suicide, while one of them said it seemed to raise the risk of adult leukaemia.

The report said people exposed to magnetic fields in and around their homes experienced disruption of the nocturnal production of the anti-cancer hormone melatonin - increasing their risk.

The results were interpreted as meaning that one in 20 pregnant women exposed to strong electromagnetic fields could be at risk of miscarriage.

In 2005 a study by Oxford University's childhood cancer research group said children living within 220 yards of an overhead power line had a 70 per cent greater risk of falling victim to leukaemia.

For those living between 220 and 660 yards away, the risk is 20 per cent higher, according to the researchers who looked at the cases of more than 29,000 children with cancer between 1962 and 1995.

The report concluded: "There is an association between childhood leukaemia and proximity of home address at birth to high voltage power lines. The apparent risk extends to a greater distance than would have been expected from previous studies."

The report, part funded by National Grid owners Transco, concluded that around five of the 400 or so cases of leukaemia diagnosed each year in England and Wales could be linked to power lines.

Der englischsprachige Report zeigt auf, dass es dort wie hier absolut identische Betrachtungen innerhalb der Bevölkerung zur offensichtlichen Verharmlosung der vorhandenen gesundheitlichen Auswirkungen gibt. Auch Untersuchungen von Beschwerden aufgrund der Einwirkung der gepulsten elektromagnetischen Felder kommen zu völlig identischen Ergebnissen.
Trotz Selbstverpflichtig der Betreiber in England (wie in Deutschland), bei der Mast-Aufstellung auf sensible Bereiche wie Schulen und Kindergärten Rücksicht zu nehmen, passiert hier wie dort genau das Gegenteil. Masten werden bevorzugt in der Nähe von Schulen und Kindergärten erichtet.

Ein entscheidender Unterschied zu Deutschland mag darin liegen, dass eine Nachrichtenagentur offen über Auswirkungen und Hintergründe berichtet, scheinbar befreit von Betreiber-Propaganda.

Health concerns over mobile phone masts prompt review
'IoS' report on the dangers of electronic smog from wireless technology examined by ministers

Ministers are to investigate arrangements for erecting mobile phone masts in the light of growing fears that they may cause cancer and other diseases because of "electronic smog".

They will review the exceptionally favourable rules that allow mobile phone companies to escape normal planning regulations and stop councils from considering the effects of the masts on health, even when they are sited near homes and schools.

Originally promised three years ago, and then shelved, the review follows articles in The Independent on Sunday about possible effects of the radiation on children and bees. The Government will take account of new scientific and medical evidence, and consult experts and campaigners, as part of a wider review of planning guidelines which ministers send to local authorities.

More than 47,000 "base stations", like masts, have already been erected in Britain to service its 50 million mobile phones, often in defiance of intense local public opposition. Successive governments have made extraordinary concessions to the companies to ensure that coverage was rolled out across the country as quickly as possible.

Masts up to 45ft high do not need planning permission in the normal way. Instead, companies merely have to notify councils of their intentions and can go ahead unless they are formally stopped within 56 days.

Overworked planning authorities struggle to cope with these applications on time, and companies have frequently put up the masts against councils' opposition because news of a refusal has reached them shortly after the deadline.

Seven years ago, an official inquiry - headed by Sir William Stewart, a former government chief scientist - concluded that "the siting of all new base stations should be subject to the normal planning process".

Ministers said that they were "minded" to implement this recommendation, and then failed to do so, even though full planning permission has long been required in Scotland and Northern Ireland.

The inquiry also urged that masts should not be built near schools unless parents agreed, but ministers refused to agree.

The planning rules also make it clear that councils cannot object to masts on health grounds because "the planning system is not the place for determining health safeguards". Yet studies are revealing worrying levels of symptoms such as headaches, fatigue, nausea, dizziness, difficulties in sleeping and concentrating, and learning and memory problems in people living near the masts - and there is also some suggestion that there may be an increase in cancers and heart disease.

Nevertheless, councils are instructed by the rules to "respond positively" to the phone companies' plans and, in practice, can reject a mast only on aesthetic grounds. The Deputy Prime Minister, John Prescott, promised a review by the end of 2004. It never took place, but last week the Department for Communities and Local Government confirmed that the advice to local authorities is to be re-examined.

A spokesman for the department said: "We are examining developments in research on this issue. It is something that is going to be looked at."

Parents fight Wi-Fi at primary school

Parents have been battling plans to install a Wi-Fi only system in their children's school in north London for the past two years. They are worried that the health implications of Wi-Fi have not been fully researched and radioactivity created by the technology could harm the children at Tetherdown Primary School. They argue it is better and cheaper to install cables with local Wi-Fi connectors.

Rani Jowett, 35, who has three children at the school, said: "It's taking a risk with our children because it's still under study. People in the 1950s took a risk with smoking, but we have the power to stop this. In my own home I have a choice over Wi-Fi, but I don't have the choice in school."

Governors, however, claim that a wired infrastructure would be too expensive. A spokesman for Haringey council said: "Safety standards for this sort of equipment are set nationally and we follow government guidelines."
